I'm afraid I'm not familiar with Photoshop Elements. If you're referring to guides, make sure that you can see the rulers, otherwise you won't be able to use them. I'd check the help documentation. I'm sure you'll work it out!

Why, thank you. Some more coming in the near-ish future. Looking at giving some Illustrator tutorials, teaching some basic procedures but I really need to work it out first. Not so good with the ol' Illustrator just yet :)
