東夷 is a chinese word ,and i think the chinese definition of 東夷 is more reliable than korean version,it had been meaning the non-han ethnic groups in the eastern part of china before Han Dynasty,after these non-han ethnic groups had been sinicized,the word started to mean non-han ethnic groups out of china.
