He, along with the NYC law enforcement and WTC security carried out the order to secure the South Tower and return everyone to their offices as the North tower smoldered putting everyone in danger. Of course, we all know what happened to the South tower only minutes later. This is all reflective of what type of leader Guiliani really is. What a fraud!
