It's about the pokemon Hypno. Hypno is sustained by eating dreams and in FireRed it says "There was an incident where it took away a child it hypnotized."

Basically it's not rape or murder, it's Hypno basically keeping them asleep for the rest of their lives while consuming their dreams.

Still creepy, but it's not violent or sexual.

I recognize the artwork; it seems to be inspired by a book that I read when I was young does anyone else recognize it; but it wasn't hypno with the two children it was something else that leads the children.
