Because they were on hold position. If a unit with a larger range (sunken) attacks a unit with lower range (marine), they stop shooting because they want to shoot at the sunken but they marines are out of range. It's always the same with any unit.

Good game to point out - it isn't the vulture that's overpowered, it's Fantasy's play that is so good. I know a lot of people like to blame races and units for wins and losses, but it's really the players...
