Hong Kong is one of the pioneers in the deployment of a national smart ID card. Whereas other governments are still reviewing, if not tinkering with the idea, the Hong Kong Immigration Department has deployed its version of a digital, secure, smart ID for residents as far back at 2003. Dr Helen Chan, assistant director for Information Systems, with the Immigration Department, describes the process the Department took to get there.
