hey man I have 1999 cougar that had the same problem. The contour and the cougar is the same car. There is a wire mod recall. The wires are rubbing and shorting out on your steering wheel.

@sillvverbulletts yeah i've heard my rad\iator fan turning on and off its not that, im going for either my IAC or possibly my maf, or EGR.

@sillvverbulletts actualy you dnt got the zetec sorry u gotta v6 lol. n yea im almost reaaly sure ur radiator fan turns on it sounds just like mine. (they turn on and off)

@tabletop45 if it nun those things let me know dude these cars can last up to 250,000 miles when well takin care of. n i dnt know about you but mine has a zetec engine they easy to fix n are quick

i have a 1999 mercury mystique & somebody cut the wires to the air conditioning? what is that part called, so i can have it replaced with out going to a shop?

Not sure if you can help but I have a 1999 and I have an electrical problem where the lights (interior and headlights-basically all lights) will dim up and down. Very scary needless to say as I need this vehicle for my mobile business I am starting in 2012.
I have paid money to a guy thats a automotive certified technician BUT I still have the problem. PLEASE HELP :(

@Ubuntuaddicted seems like it could be an issue with your alternator. when you rev your engine the lights are supposed to get brighter, but when you let up off the gas and let it idle, it should stay at a constant level, and the lights shouldnt get bright and go dim constantly. if you are having that problem i would suggest having a mechanic look at your alternator, these cars are known for alternators going out on them due to their location and getting too hot.

The humming noise is because of IAC (Idle Air Control Valve). You just need to clean that with throttle body cleaner and just a few drops of WD40 to lube it. Its a common problem. People refer to that sound as moosing noise too.

@yoganandas thanks for the response... the car is now junked. after 165k the transmission blew a pump. now i got myself an 02 ford ranger!
