If you don't have Anti Lock Breaking system in your car and conditions are wet, your best sticking to the speed limit regulations, if you do have the Anti Lock System and with good tyres one should be able to stop in time.

It's all about the attitude Americans have to children and safety. Most British people I know have no problems with children walking to school. Paranoia has not struck yet.

I'm from a Northern European country, Norway, far larger than the entire UK but with a fraction of the population. However our cities have the exact same problems as yours. Our children still manage to walk safely to school even in the cities...
