y is not a vowel
there are five vowels out of 26 total letters
so the probability is equal to
21x20x19x5x4x3/26x26x26x10x10x10 = 0.02724

OK, here is my best shot.
I assumed that the vowels are a, e, i, o, u, and y.
The single digit even numbers other than 0 are 2, 4, 6, and 8.
Each letter and each number must be different:
(3!)(20*19*18)/(26^3) * (3!)(4*3*2)/(10^3) = 5909760/17576000 = 16416/54925 = 29.8880%
The (3!) accounts for the fact that it doesn't matter what order they are in.
