is the heat gun specifically for screen printing or could you use a hairdryer or something similar??

A hairdryer won't get hot enough. To cure plastisol ink the temp of the ink has to reach 320 F.

When you tape off the outside edge of the screen, why can't you tape the other side and then you can just lay the tape flat?

@youdave777 you make your money on volume. I know a guy who owns a screen printing company in Virginia, he owns an incredible house and ONE of his cars is a magnum pi ferrari...all paid for with t shirts & ink :)
