Any good chun li player will try to stay as far away from blanka as possible, he has better grabbing reach and close up moves. Try to get in as close as possible, every fireball is a chance to jump and get in close, counter jumps with the vertical roll (electricity doesn't work on a lot of her flying attacks) It takes a little more patience than other fighters but blanka can beat chun li. Vega is also very hard to beat when he turtles and pokes.
