It is the fictional town of the Popeye The Sailor comic strip.

It was in the 1980 Paramount Film of "Popeye", the flag shown in this YouTube video posting was seen throughout the film, on flagpoles,

backgrounds or being waved by the townspeople.

The Sweethaven song is the anthem of the town as STATED in the movie music soundtrack album. This anthem song was in the opening of the film and later in the boxing match scene.
