The cyclist is in the correct lane given that there are parked cars in the curb lane.

It is illegal to bike on a sidewalk, though it's not enforced. The bike has a right to be on the roadway.

No. Actually, he was wrong. The lane was too narrow for a bicycle and a car and there was a risk of a door opening from the parked car. Those things mean that it is unsafe to keep far right which means that he has a legal right to ride in the middle of the lane where it is safer. The driver was also wrong about it being OK to assault a bicyclist with a car. BTW, the driver was a retired DC cop. He got a plea bargain and plead guilty.

Bicycling did decline in the 1950's and 60's. It had a decent resurgence in the 70's and a slight decline in the 80's and slow but steady resurgence in the 90's that has continued until now. Bikes have always been on the roads. Yes, there are more now than 20-30 years ago but they were always there. Your ignorance of history and attempts to make it up out of thin air are of no consequence. Some of us actually know history.
