COSCO and China Shipping are both owned by the Chinese government, probably the only two shipping lines that are government-owned. This is how China basically cheats in "free-trade" by getting an upperhand in the market-place with extra-cheap shipping. The People's Liberation Army runs COSCO. They can get army recruits or prisoners to build containers.
