No, because pigeon beaks are made for grain and greens, not tearing flesh, like an eagle's. Generally hooked beaks and large beaks are dangerous. Parrot beaks are large and hooked, made for crushing very hard shells of nuts and other hard shelled seeds, and they can dislocate the bones in your fingers.

Surely, the Austrians, renowned for their unemotional and logical minds (at least those in charge of the Jurisprudence) will not fine a person € 5000 for harmlessly swatting a pigeon away. Pigeons will not be even slightly injured by a swat---racers are tough birds, but even a non-racer would not be hurt, never mind "killed".
Unless u have a situation in Austria where people don't have a workable grasp of the law to live normally from day2day

@DontPublicMe You apparently have no idea! Europeans are not wimps. There is a simple reason why we can´t chip them off. This has to do with the hefty fine. Someone looks at you how to hurt a racing pigeon, you have to pay up to € 5000! FOR ONE! You want to lose your house? No problem! Kill a couple of Racing Pigeons. The authorities will do the rest. Breaking the law is a problem in europe, mr Crocodile Dundee! With you in the shrubbery that is perhaps different.

I always knew people from Europe are wimps, but I didn't know you were THAT bad. Are you serious? Do Austrians allow a pigeons to "attack" them? Just swat them away! They're not clawed and hook beaked eagles. Their beaks are for pecking grain, NOT tearing flesh.
Torturing the city? Are you a lawyer who twists language to make something small sound big? Not a very good lawyer, if you are.
Don't expect people to believe you when you speak of "the migrant menace".

In Austria are too many racing pigeons out of control. They´re attacking people in the city when they don´t get food from them. The reason was a accident in austrias biggest racing pigeon factory. Over 500.000 racing pigeons escaped during a fire. Now they are torturing the city Wien. Its horrible
