    Its likely because they're trying to do on the fly translation from their native language; different languages have different ways of saying things, and a direct translation often doesn't work.

    The inability to predict innovation is a very important point made by the French man in this video. It takes the smartest person in a field with the most exposure to a new concept and creativity to have the IDEA for an innovation so why would a panel of bureaucrats ever be able to predict what this idea will be?
