But you CAN prevent some bad things from happening. by putting up a few rules. I'm a small biz owner & I wish ALL people were smart & kind enough to be decent to each other, but the reality is, it only take a few people disregarding the comfort & safety of others to wreck it for ALL the others. so yea, some rules only target a few idiots, but it's good for everyone that the few idiots don't do their idiot things. (& some rules go overboard, I agree, but that's a separate discussion.)
