Actually it's relatively easy. I used a voice changer kit from All Electronics and hooked the output of that up to a 20W audio amplifier. I had to search around for the right microphone. I ended up with one from a surplus electronics shop. So if it doesn't sound right or you have too much feedback, try several different microphones until you get one that works.
