No change AFTER you apply carb heat.
"Wait for about five seconds, make sure theres no change, then bring em back up"
No change in RPM while carb heat is ON and waiting = no ice. He doesn't mean the initial drop when you first apply it.

How can no change equal "as in an increase" no change means no change?No change to me would indicate that the carb heat is not working.

He means no change as in an increase from the drop from applying carb heat, since obviously if there was a change in the rpm after applying heat and waiting, then you know that some ice melted.
Maybe I heard wrong, but did the MEI say turn on carb heat and you should not see a change in the rpm?
