Well, this was one of the first Japanese cartoons - over time the cartoons were turned into worldwide recognition post-war I liked some of the Japanese cartoons nowadays especially the art of Japanese writings in the cartoons even though I don't understand Japanese.
These cartoon before and during the war was directed at western imperialism but post war cartoons aimed at world peace.

Just to be fair, while Seo's later, longer works were seriously propagandistic, I don't think this short piece rises to the level of "brainwashing." This is generic "Us vs. Them" stuff that could have been made in any country. Just search YouTube for "war propaganda cartoon" and you'll find dozens of examples from other countries (mostly the U.S., if only because the U.S. was making more cartoons than any other country).
