@Seishae No, from what I gathered, it's more like this kid had been drinking his blood for a while ("this blood... it tastes like mr omaeda's!"), probably in small doses to ensure he'd have the same immunities as he (Omaeda) did. So Clarence has the cures AND diseases in him already. Those military men basically just got introduced to about 43253232523 diseases at once, and even with the cure, it wouldn't have been fast enough - really, they died from sheer shock to the system.

@REXanadu It only killed the military men, who were creating Heaven Smiles and making the peace that Ulmeyda desired impossible. We know that the blood of Heaven Smiles has supernatural properties, and with Ulmeyda becoming a highly advanced version of a Heaven Smile he probably had the power to choose who would die from contact with his blood. Of course it wouldn't kill Garcian or Clemens since he needed both of them to carry out his plans.

Because of all the diseases and such he had infected himself with and conquered, his blood contained anti-pathogens for almost every known disease, basically making it a miracle cure-all.
