dude... way easier way of doing this. Select the region you want to effect. use the "fade tool" and select the section you want to slow down. it's set to fade right off the bat, but if you right click on it, you can select "slow down" does the same effect and it's waaaaay easier. let me know if that works for ya.

sounds almost the same as a vinyl effect as done with the crossfade tool

@SicNastyProductions you mean midi sounds? for that i would use hyper draw. highlight a loop, then click View>Hyper Draw>Pitch Bend. it doesn't work will all sounds though. you could always bounce a midi loop into a real instrument then use pitch shifter though
