i cross the road all the time, pedestrian has the right of way, If you noticed, traffic run at speed limit or slower. I haven't seen any vehicle speedy within city limit. Perhaps traffic polices hand out hefty fines to those driver commit fraction. There are 3 type of police in VN, light yellow, green, and blue uniforms. They patrol by motorbike, car, truck and few stands at street corner. Watch out for them. The law allowed them to consficate your vehicle if you start an argue with them
