I think this mainly about about the direction for the future, and a new perspective on our relationship to the natural world. What he's saying specifically is that we need more investment, by the government, in environmental protection. He's taking a stand, which is very admirable... Get it?

Maybe I missed it. Did he say he would actually do anything in particular for the environment or sustainability? His page on Wikipedia mentions the Kyoto protocol but everything else seems pretty vague.
