From the early 1990's, this is from a live concert by The United States Coast Guard Band. The piece performed is "Autumn Dream" - given to the Band when they toured the former Soviet Union a couple years before this concert.
Absolutely right. Archibald Joyce wrote this lovely waltz in 1908. It was reputed to be the last piece of music played by the band on the Titanic when it went down. Rather strange that the American conductor didn't know this was an English waltz although it does sound Russian. I used to play piano at a local hotel and many people asked me if it was a Russian piece.
