Chris Randall has said that it hasn't. He heard the phrase in a thesis paper that Jim Marcus wrote while in college.  With that said, depending on when he was in college (according to wikipedia, Marcus would have been 23 when Tin Omen was released), he could have gotten the line from this song which would mean SMG the band was indirectly named after this lyric, but not directly.
