I've just found your post and have to save that you may indeed be correct regarding its original meaning but I'm afraid you will have to accept the fact the term is now commonly used as a derogatory description for people who are not born in the Liverpool area, or I should say, in its outlying areas?
Words change over time ie - sick, bad, blood & wicked etc and come to have alternative meanings..
Clearly, if you were born in Skem/Lancs then the term 'woolyback' most certainly applies to you.
