What is cruel about a child sleeping on the potty? kids fall asleep anywhere they are when they are tired. report them? I can see it now, you contact the authorities, you tell them you saw a video of a child on the potty asleep and that they need to do something about it. My haunches tell me you will be laughed at.

She Still a lil gurl , and u'd want to remember these funy moments . wat would u do report them for cruilty , sure take away the girls whole life from her parents . though i gotta admit weh she's older and figures this out she'll be mad they can video tape her but they should have put it on youtube for some creepo's to see , i wouldnt want anything happening to that child .
