no, it's a glitch occurring naturally. the online c-span archives, linked from dr. paul's site at one point, used to play in WMP, in like 5 or 10 minute blocks. as it switched to the next segment, it usually misses a second or so. this video appears to have been originally ripped from those archives.

Correct, and the upper classes are doing incredibly well in Brazil as well. They have a huge central government and almost facistic state along with millions who live in desperate poverty and virtually no middle class. Welcome to the rise and promise of big government. I was just there.
