Nice catch, this is something not many people witness (or at least record). Were there any alarms or sirens prior to the water being released? It's a pretty big deal when they release water at the hydroelectric facility about an hour from me. An array of red strobes flash all along the front of the dam, and a civil defense-sounding siren goes off.

@RedVoxVulpes The Powerhouse is to the right, and if you look on smallish thing on top of the right bulkhead at about 10 seconds into the vid, that is the very loud warning horn that sounds for a few minutes prior to opening the floodgates. I learned that from the Kerr Reservoir map and from a tour of the dam (where I stood right next to that horn). I was born and raised 10 miles from that dam.
