Paulsen is actually referring to Blair being put on trial for treason. IIRC the Mandarins were simply wiped out by the Confederation with trials.

Agreed - the media would have a field day poking around exactly why he didn't get an appeal. He'd get so much media coverage it would be impossible to cover up what was going on.
