Honestly the car moved it was a race, both cars brake tire its a race PERIOD! Startled or not the car moved which mean he reacted. That kind of money just creates drama. No one wants to come off that kinda coin easy. Even if it was a close race there still would be argument to who jumped, or came into whos lane who let out early etc.
