Can you please give the hook equivalent in English sizes. I don't understand the letter as we use metric numbers. Thank-you.

so i have watched these video's on this pattern and can't tell for sure, do I need to chain at least one for ech row and color change. I know you have to chain three for the half pinwheel but for the others i should chain 1 right? help pls so I don't rip out another blanket  btw I love these videos this is how I learned when i couldn't understand what my mom was showing me
