This also works on New Vegas. The video should be pretty self explanatory, but in case it's not, I'll write instructions;
Say you want Cyborg, but you don't have 60 medicine, and don't want to invest the points in it. Raise your medicine to 60, then select the perk (Press A on 360 or X on PS3), but DO NOT select "Continue" (X on 360 or Square on PS3). Go back to the skill points selection, (Press B on 360 or Circle on PS3) and pick the skill points that you really want. Now continue to perk selection, and you'll see that Cyborg isn't highlighted, but you still have it selected. Press continue, and there you go.

@Piercedmetung02 you bring the points up to te level required choose the desired perk then without accepting hint b or O or back then put your points where you want then accept

and you will get levels :D and you can add perks that you whanet

@PIPBOY329 it can be done with any perk that has a stat requirement but not with every perk just can be done to one perk PER level up
