Because this here is pure vanilla Android. Samsung is putting there own TouchWiz Software above it and this is the part where it's getting laggy. HTC is doing the same, put e.g. on the new HTC One it's fast and smooth.

I've heard the term "60 FPS" thrown around a lot, but... in the time it takes to go from home to apps (maybe half a second) I'm certainly not seeing 30 frames. Is that normal? Does an FPS given number not represent the actual number of frames the screen will project?

I've noticed this with video too sometimes, with the file claiming 20 FPS, but I swear I can count the 5 - 10 frames skipping across the screen every second.
