On the eve of a $4.7 billion sewer system overhaul, board trustees at the Metropolitan St. Louis Sewer District shot down a resolution that would have given minority contractors and workers a better chance at earning part of that work.
At the Dec. 8 board meeting, board trustees voted 3 to 3 on a resolution that would have separated inclusion goals for women and minorities on MSD contracts. It needed four votes to pass.
Currently MSD awards 25 percent of all building contracts of $50,000 or more to either minority business enterprises (MBEs) or women business enterprises (WBEs). Its workforce participation goals are 14.7 percent for minorities and 6.9 percent for women.
The resolution would have set subcontracting goals for minorities and women -- 25 percent for MBEs and 5 percent for WBEs -- for all construction and professional service contracts of $50,000 or more.
The proposal also suggested setting "boots on the ground" goals for minorities at 25 percent and women at 6.9 percent.
