Sounds like a tone was sent out as an "attention getter" for any monitoring stations. I send out 2 tones before starting our net. A tone at 8:30pm announcing the net will start at 9:00pm another at 8:45 announcing the net will begin shortly and at 9:00 I begin the net. Iv noticed sending out tones to alert or catch any stations that are monitoring works better than just beginning the net the "normal" way. 73 KD8NCL

It isn't strange. It's a repeater from Scandinavia. Danmark or Sweden. It's very common there to use this kind of courtesy tone.
