You have to accept one rule which counts for all mega man games... dont just run in, watch what the environment does.

@XManiKKnightX You could start with any of the 4 and kick off the weaknesses. I usually go skull-dive-drill-dust man. The order is personal preference, as any order will allow use of the weakness chart.

Very surprised you decided to pick Dust Man in the second batch of Robot Masters. When I had the game after it came out, I could never beat his level. I had to use a code in Nintendo Power to get past his stage. The jumps are VERY VERY difficult plus, you get the Rush Jet from him. Never made sense to me when I was younger. Also, no save states on original GB, either.
