sometimes when i used modio or horizon when i am at gta iv menu and loading a save sometimes it says that the save is damaged and can not be loaded so i had to do it all over again and then it finally worked :)

The only thing that held me back from watching the video was the song choice.

@ganjagrime go to your control panel > user accounts and family settings> user accounts> user account control settings and put it all the way down to the bottom of the bar then restart your computer. hope it helped
