I hate to sound like im coming out on the side of MGM, but i think a big part was that Judy was such a phenominal talent as a child - many feared that she would not successfully make the transition to adult star, and so they tried to keep her as a child - not saying it was the right thing, but its a reason

Jesus, this must have been murder on poor Judy-always playing second fiddle to Lana Turner even though talent wise she ran circles around Lana, not to mention she was likely a lot smarter. LB Mayer should have cast her in a totally different role: one where she has to WIN the heart of her intended. It might have done wonders for the actress behind the scenes, if biographies are to be believed.
