Lol I bet there were only the 3 cops and the wagon in the chase but it looked like there were more because they kept going around the block

Well I guess you should be in one of the cars to hear the radio… all to many times a cop will leave the initial chase to try and head off the chase. SOOOO if the bad guy as you put it is going around the block… the bigger/slower police vehicle will not pursue but try to meet up with the rest of the chase.
The last cop probably joined the chase just as it ended… so no need for lights or sirens.
