I used an Action Replay to gain access to stages exclusive to story mode.

Until Nintendo contracts Sega to do another F-Zero in the spirit of AX/GX, I think that unfortunately this will remain my favorite for some time. :(

But there's an ocean, the stage is called Big Blue, and the music is a remix of the Big Blue theme.

mutant city ""mute city" is on the atmosphere, this is near the ocean, so is big blue or some sort, but mutant city is not  even close to this.
