@MsMarianaLex well those aren't really differences (and yes thanks but i think we know why they are called underwear) what we're saying is that women shouldn't treat the two differently in terms of how shameful they are (we aren't talking about the functions)

The reason it is okay to wear bikinis outside but not bras and undies is because when you wear a bikini, you wearing one for one of two reasons: 1) your going to the pool and/or 2) it is super hot outside and the reason bras and undies are called underwear is because you are suppose to wear them under your clothing.
