how the HECK did i find this !??
i searched (in russian - which was my mistake but i guess it was close enough to work!) for the term "киев странные звуки телевизионных новостей" which means "kiev strange sounds television news". Cause that way you get the juicy foreign language, un-pilfered news stuff. mewerp
found another weird one too.. uploading it next.

@shaunderooy and i live in Canada, Toronto and i hear it around 12:00 to 3:00 at the middle of the night (i sleep late and play video games and im right near my window) or i hear is sometimes at 1:00 to 4:00 in the mid day. But its not like i hear it every time. I heard the sound 2-3 times. Im honest to god i heard it and it sound just like this.
