When did I say it was a takedown? anyway it wasn't a guard pull. It's called flying guillotine (see wand vs jackson II or renzo vs. Militech for reference). you need a closed guard to pull of a guillotine, thats maybe why you are confused.
the other guy that didn't keep it on his feet. He went to the ground and got swept right into full mount.
PS: a guard pull is a takedown. you just don't end on top so you don't get points in grappling matches but you still TAKES your opponent DOWN.

If you don't mind me asking, I've seen most of the 2nd season & all of the 3rd season but can't recall this scene since there's so much going on.
What episode would this happen to be & which season?
Gotta love Weston. He & Jack Bauer are badasses but I like Weston's approach.
