The Arkansas scholarship started out as an opportunity scholarship that allowed a chance for any Arkansas resident to attend college. Then it turned into another member's only scholarship. If you look at the demographics, the majority of Lottery Ticket sales are going to those very parents, who's children don't even qualify for the scholarship.

If we need proof that Affirmative Action puts unqualified people into Law School, look no further than John Walker.
Why not just come out and say that blacks are too stupid to qualify, John? Thats what you're saying, right?
