Empire: Total War at Sea.
This is a Sea Battle from a quick setup of 2x2 with 8 ships each. Gale wind, worst weather possible, etc..
I was testing the stability of the system after changing my NVIDIA drivers and setting video options in windows (NVIDIA control panle) instead of using the game options.
At the thick of the battle (32 ships) and while recording with Fraps the frame rate never dropped below 10
Been a little while since your post, but I run a Intel Wolfdale E8400 (3.0Ghz x 2 and 6 mb l2 cache), 4GB of ram, and GTX 285. The game rarely drops under 50 FPS on Ultra graphics. 2 things I would recommend is making sure that your processor is a gaming proc (large L2 cache, the larger the better) and if you're not running it then a 64 bit version of windows would help dramatically, I run Vista 64.

What settings are you using in NVIDIA's control panel then?
I upgraded from Geforce9600 to Geforce GTX260
mainly because the 9600 couldn't even have 5 ships on the screen without a terrible drop in FPS.
My land battles are absolutely fantastic on my GTX260, however I'm unable to run everything on ultra like this video, because of FPS.
What changes do you recommend in the Game options and also the control panel?
I can't believe how well yours is performing only on Geforce 9600.
