Actually it's called a Talk Box. Tuberobert1 was close but a Vocorder uses a keyboard to produce the effect and the Talk Box is a speaker with a rubber tube placed in the mouth to shape the sound which is picked up by the mic.

FYI...the folklore behind the glove is that he suffered a hand injury with a tamborine and wore it for protection...and never gave it up. And yes he does golf!!! LONG LIVE STREETHEART
