I agree that it is likely preventing the plastic from hitting metal tank, banging around and wearing out the plastic. If a hole developed, it would fill with gas an not work. I took my unit out and found someone put the float on the other side preventing movement past the filter. Also the orange ring was deteriorated and off the float, and on the arm. I'm going to find a fuel resistant O ring that is thick enough to prevent plastic from banging on the tank floor.

Snubbing the sender against the tank full up and full down
beats having a metallic clank clank - when you run out a fuel and run on rough roads
working that issue on other applications
