Another car has hit my bumper and left a minor scuff. The other car's paint is left on my bumper without going through the primer. How do i remove the unwanted paint without damaging my bumper further more??

Excuse me, what is that white paste that you guys covered it with?

is that a wall filler? I have that stuff let me try that in my bumper too....

this is the proper way to fix this type of damage...theres two reason to paint the quarter panel...one theres obvious damage...two he has to take it color close to the quarter anyways so blending into the next panel is always a good thing so theres no color difference...
plastic filler does not flex!!! this is not the proper way to fix that bumper. the filler will break off the next time pressure is placed on it. and why would you paint the 1/4 panel. please author tell me why, and not just remove my comment.

Indeed plastic filler does flex. It has to because of the hot and cold conditions. Now if it were to get hit in the same area of course it will damage again but that would happen if there was not damage before. The quarter panel was pushed in at the corner (look again) and paint was damaged. Again you jumped to conclusion and made yourself look like you are trying to prove something. I'll leave your comment up. It would be our pleasure.

how do you manage to avoid the dust when you are doing it on the streets?

That's very rare it happens. If that does happen, we just color sand n polish. Besides, if it's windy, we don't perform the repair. We are also going waterborne within the next few months.

UV lights while buffing n between. It's not as hard as one thinks, besides, there are fast curing clear coats we use.
